The connection between an FBA and a BIP is one rule: every strategy in the plan must trace back to the function the FBA identified, or it does not belong in the plan. The FBA's job was to answer why the behavior keeps happening. The BIP's job is to act on that answer. When a plan's strategies do not match the function, the plan can be detailed, well written, and faithfully delivered, and still fail, because it is solving a problem the student does not have.
The throughline rule
Picture the line that should run through the whole plan. The FBA names a function. The replacement behavior is chosen to serve that same function. The prevention strategies change the antecedents tied to that function. The response strategies stop feeding that function while reinforcing the replacement. If you can trace any strategy back along that line to the function, it earns its place. If you cannot, cut it, no matter how reasonable it sounds on its own.
This is why generic behavior strategies so often disappoint. A sticker chart, a calm corner, a check-in routine: each is a fine tool, but each addresses a particular function. A reward chart that gives attention is built for an attention function, and it can make an escape behavior worse by adding adult interaction the student was trying to avoid. The tool is not bad. It is just aimed at the wrong target. Matching the tool to the function is the difference between a plan that works and a plan that looks busy.
There is a simple way to keep yourself honest. For every strategy you are tempted to add, finish this sentence: "This helps because the function is ___, and this strategy changes that function by ___." If you can finish it, the strategy belongs. If you find yourself writing "this helps because it is a good classroom practice," you have caught a strategy that is floating free of the function. Good classroom practice is worth having, but it is not a targeted intervention, and a BIP is a targeted document. The strategies in it earn their place by their connection to the one function the FBA identified, not by being generally sensible.

Read across each row and the logic holds together: the prevention, the teaching, and the response all serve the same function. That internal consistency is what you are aiming for in any plan you write.
Notice one pattern that runs across all four rows. The response strategy for the problem behavior always stops feeding the function, while the response for the replacement always delivers it. For escape, you keep the task present after the problem behavior but honor the break request. For attention, you keep your reaction to the problem behavior brief but give immediate attention to the replacement. The plan is always making the same trade in the same direction: the acceptable behavior gets the function, the problem behavior stops getting it. If a response strategy in your plan does the opposite, feeding the function after the problem behavior, it is working against the rest of the plan no matter how reasonable it reads. The aide who re-explains the work one on one after a refusal is the classic example. It feels supportive and it quietly rewards escape.
A plan whose strategies match the function
Here is a short plan excerpt where every strategy traces to the function, so you can see the throughline in practice.
A composite fifth grader we will call Andre. The FBA found his behavior (tearing the paper, head down) serves escape from independent writing.
Function: escape from non-preferred written work.
Prevention: writing is broken into three-sentence chunks, the first sentence is given as a starter, and on hard-start days the length is halved up front. (All reduce the demand the student is escaping.)
Teaching: Andre is taught to hand over a break card to request a short, structured break. (A faster, acceptable way to get the same escape.)
Response: the break request is honored instantly every time, and after the problem behavior the worksheet stays on the desk while the adult prompts the break. (Reinforces the replacement, stops feeding the escape.)
Every line points back to escape. There is no reward chart for sitting still, no attention-rich check-in, nothing borrowed from a function Andre's behavior does not serve.
A mismatched plan, annotated
Now the same student with a plan that ignores function. This is the kind of plan that passes a file review and fails in the room.
A composite fifth grader we will call Andre, same FBA: escape from writing.
Strategy in the plan: "Andre earns a sticker for each completed assignment and a prize at five stickers." Annotation: this is a generic reward for completion. It does nothing about the writing demand he is escaping, and a student who cannot start the task cannot earn the sticker, so the reward stays out of reach and the plan never engages.
Strategy in the plan: "When Andre is off task, the aide sits with him and re-explains the work one on one." Annotation: this adds adult attention and, worse, pauses the writing while the adult talks. For an escape function it rewards the behavior twice, by removing the demand and by providing a break in the form of conversation.
Strategy in the plan: "Use planned ignoring when Andre puts his head down." Annotation: planned ignoring is built for an attention function. Ignoring an escape behavior often lets the escape continue, because the task is not getting done while everyone looks away. The tool is aimed at the wrong function entirely.
None of those three strategies is bad in the abstract. The sticker chart works for some students, one-on-one support helps in many cases, and planned ignoring is a real technique. They fail here because they ignore the function. A plan assembled from good-sounding strategies that do not match the function is the most common way a BIP goes nowhere.
The mismatched plan is dangerous precisely because each piece is easy to justify on its own. A reviewer skimming it sees reasonable, familiar interventions and signs off. A parent reads it and recognizes the techniques. Nothing looks wrong until the plan runs for a month and the behavior is unchanged or worse, at which point the team often concludes the student is not responding to intervention, when the truth is the intervention never addressed the function. The way to catch this is not at the month-one review. It is at the draft stage, by reading each strategy against the function before the plan is ever delivered. The function is the test. A strategy that cannot pass it should not be in the plan, however well it would work for a different student with a different function.
When the behavior has more than one function
Sometimes the FBA finds that a behavior serves different functions in different contexts: escape during math, attention during unstructured time. A single blended strategy usually serves neither well.
Before any plan goes live, audit it against the map. Read each strategy and ask which function it serves and whether that is the function the FBA found. The strategies that cannot answer are the ones to cut or rewrite.
